Rising Covid figures in Germany

22.11.2021

The Corona numbers in Germany have been rising again in the past days, in some cases sharply. In addition to the benchmark 7-day incidence, i.e. the number of people testing positive for the Covid virus per 100,000 inhabitants, the hospitalization rate or incidence is also increasingly becoming an important factor, i.e. the number of people admitted as Covid 19 patients for treatment per 100,000 inhabitants in the past seven days.

The federal and state governments have agreed that the tightening of Corona measures in the future will be linked to the hospitalization rate. Accordingly, there will be three stages:

Stage 1 will come into effect from a hospitalization rate of 3 and will mean area-wide access rules only for vaccinated and recovered persons (2G), for example, to events, restaurants and cafes, hairdressers or hotels - if this is not already the case.

Stage 2 applies from a value of 6, when vaccinated and recovered persons should also be subject to additional testing or other measures (2G plus), for example in discos, clubs and bars.

Stage 3 starts at a hospitalization rate of 9 and means that - following a decision by the state parliament - further rigid measures such as contact restrictions or event bans are to be introduced.

While more home-office is advised, nationwide only recovered, vaccinated or tested people are allowed to physically work at their workplace (3G rule). The 3G rule will also be introduced in local public transport and on regional and long-distance trains in addition to the mask requirement, which will remain in place. Accordingly, passengers who have not been vaccinated or recovered must carry a negative Corona rapid test no more than 24 hours old.

In addition to the nationally agreed measures, the federal states can still define individual measures, which can be within the framework of 3G, 2G or 2G plus regulations.

In Saxony, for example, large parts of public life will be restricted as of today - meaning that apart from libraries, all cultural and leisure facilities, bars, clubs and discos will be closed. While there are no restrictions on stores providing basic daily services, an exit restriction between 10 p.m. and 6 a.m. applies to the unvaccinated if the 7-day incidence is higher than 1,000. Similar exit restrictions apply to some counties with very high incidences in Baden-Württemberg. In Schleswig-Holstein, the 2G rule applies from today for indoor recreational events.

Overall, Bavaria (640), Thuringia (648), and Saxony (960) have the highest incidences. Further information on the restrictions in the individual federal states can be found here
